关于2012年教学为主型外籍教师考核和聘任工作的通知

各相关学院:
    教学为主型外籍教师(以下简称“外教”)聘期一般为一年,聘期从每年9月或10月起,至每年6月或7月止。为做好在岗外教的聘期考核及续聘工作、2012-2013学年外教新聘工作,现将有关事项通知如下:
    一、在岗外教的考核及续聘工作
    (一)5月24日-5月30日  聘期考核及续聘
    1.聘期考核
    各单位组织所有在岗外教填写《厦门大学教学型外籍教师考核及续聘申请表》。请各学院(单位)依据现任外教的聘用合同及学校的相关规定,对外教履行岗位职责的情况,进行认真的考核。考核结果填入外教的个人表格和《教学型长期外籍教师考核结果汇总表》,于5月30日前交人事处。考核不合格者不得予以续聘,对于不续聘者,各单位应至少提前一个月给予书面通知。
    2. 续聘手续
    对于拟续聘的外教,需提交如下材料:
    (1).《新学年(期)拟聘教学型长期外籍教师任务汇总表》(单位填写、盖章)
    (2).《厦门大学教学型外籍教师考核及续聘申请表》(分个人填写和单位填写两部分)
    (3).《健康告知书》(2012版)(个人填写)
    (4). 护照于最近一年内更换者,还应提供新的护照复印件
    (二)5月31日-6月8日 学校审批各单位续聘报告
    (三)6月11日-6月15日 签订续聘合同
    续聘报告审批通过后,人事处将详细审批结果书面通知各单位,并通知外教签订续聘合同。
    (四) 6月15日-6月22日 人事处为已签订合同的外教办理团体商业医疗保险的延期,并转请国际处为其办理签证和居留许可的延期。

    二、2012-2013学年拟新聘外教的聘任工作
    (一)5月24日-7月13日 各单位提交新聘报告
    拟新聘外教应提供如下材料:
    1.《新学年(期)拟聘教学型长期外籍教师任务汇总表》(单位填写)
    2.《2012厦门大学教学型外籍教师应聘申请表》(分个人填写和单位填写两部分)
    3. 应聘者详细简历
    4. 应聘者护照身份证明页复印件
    5. 应聘者学位证书复印件
    6. 应聘者曾任教单位推荐信或任职证明,用于证明教学经验年限(若上一任职单位在中国大陆,则须由该单位出具《外国文教专家和外籍专业人员推荐信》,用于办理签证;若上一任职单位在境外,则无统一格式要求。)
    7. 应聘者近期详细体检报告(一年内)
    8. 应聘者《健康告知书》(2012版)
    (二)新聘报告的审批通常需要十个工作日。
    (三)新聘报告审批通过后,人事处将详细审批结果书面通知各单位,并通知外教签订合同。尚未抵达厦门者,可先通过电子邮件或传真签订合同,报到时再签订合同原件。
    (四)新聘外教签订合同后,人事处将适时为外籍教师办理团体商业医疗保险,并转请国际处为其办理工作许可及签证方面的手续。

    三、其他事项
    1.合同附件中关于补贴和教学纪律的部分条款将做调整,正式版本将在6月11日签订合同前公布。
    2.相关材料应以学院为单位统一提交,于规定日期前送到人事处师资科,逾期请恕不再受理。相关表格请见附件。

               Notice on the Assessment and Employment of
         the Long-term Teaching-oriented Foreign Teachers, 2012

To Relevant Colleges(Institutions):

Please see below the schedule of the assessment and contract-renewal affairs of long-term teaching-oriented foreign teachers employed in the school year of 2011-2012 and the employment of new candidates for the school year of 2012-2013.

I.    The assessment and contract-renewal affairs of the current long-term teaching-oriented foreign teachers
(I)    May 24 - May 30  Assessment and Decision of Renewal by the college
The assessment of the foreign teachers on how they have fulfilled their job responsibilities should be firstly carried out by the college, based on the employing contract and relevant regulation of the University. The assessing results shall be filled in their personal forms as well as in the Summary Form of Assessment Results, and handed in to Personnel Office before May 30. Those who fail in the assessment will not be renewed. The college shall inform those who will not be renewed in writing one month before their current contract terminates.
(II)   The required documents for renewal are as follows:
A.    Summary of the Teaching Plans for the Long-term Teaching-oriented Foreign Teachers (to be filled in by the institution)
B.    Contract Performance Assessment and Application for Renewing Contract (filled by the candidate and the employing institution)
C.    Health Statement(2012 version) (by the candidate)
D.    Copy of passport photo page if the candidate obtained a new passport in the past year
(II)    May 31- June 8 The university review and approve the renewing application.
(III)    June 11- June 15 Signing of the New Contract
After the renewing reports are approved by the university, Personnel Office will notify each employing institution of results, and inform the foreign teachers to sign the Contract and Contract Appendix.
(IV)    June 15-June 22 The Personnel Department will renew the group commercial health insurance for those who have signed the contract, and inform the Office of International Cooperation and Exchange to work on his/her visa and residence permit extension.

II、Employment affairs of the new foreign candidates in the school year of 2012-2013
(I)Employment Report should be forwarded by the employing institutions between May 24 and July 13, 2011.
The candidates should provide the following materials:
    1. Summary of the Teaching Plans for the Long-term Teaching-oriented Foreign Teachers (filled by the employing institution)
2. Application Form for Foreign Candidates for Teaching Positions at Xiamen University (filled by the candidate and the employing institution)
3. Detailed CV.
4. Copy of Passport Photopage
5. Copy of degree diplomas
6. Recommendation Letter or Employment Certificate from the previous employers for all teaching experiences, to confirm the years of teaching experience (if it is a Chinese institution, Recommendation Letter Form for the Foreign Teacher or Expert should be provided, as required for visa; if it is outside boarders, no form requirements)
7. Detailed Health Check Report recently (report in the latest one year is preferable)

(II)Approval of the Employment Report usually takes 10 working days.  
(III) After the employment reports are approved by the university, Personnel Office will notify each employing institution of results, and inform the foreign teachers to sign the Contract and Contract Appendix. Those who have not arrived in Xiamen can send back the signed the contract by email or fax.
(IV)After the contract is duely signed, the Personnel Department will buy group commercial health insurance for the foreign teacher in due course and inform the Office of International Cooperation and Exchange to work on his/her permit and visa.

III. Other Issues
1. The Contract Appendix will be amended in some articles regarding allowances and teaching discipline. The confirmed version of Contract Appendix will be publicized in about two weeks before the step of signing contract.
2. All documents should be handed in to the College firstly and passed to the Personnel Department by the college/institution timely. No application will be accepted after the deadline. All forms mentioned above can be found attached below.
